The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).
UNHCR Mauritania manages its operation through the Representation in Nouakchott, a sub-office in Bassikounou and a field unit in Nouadhibou. The largest PPG are the Malian refugees located in Mbera camp. The Mali refugee situation has become a protracted one due to the deteriorating political and security situation prevailing in Mali and requires a high level of preparedness.
Description of tasks:
Under the direct supervision of the Admin Officer in Nouakchott, the UN Volunteer will undertake the following tasks:
- Assist in the implementation of general administrative needs in the office. H/She will work under the Admin officer, who will provide general guidance and work plans for identifying work priorities and appropriate approaches to meet expected results; also proposing innovative ideas;
- S/he will assist in maintaining efficient administrative mechanisms to ensure compliance with UN administrative, financial and human resources rules and procedures, and report any discrepancies to manager.
- The incumbent will support the supervisor with the identification of areas of improvement in the premises and coordinate with supply unit to track progress of Admin annual procurement plan, provide updates in consultation with manager whenever required,
- Provide daily support to Snr Admin Assistant to ensure that vacant positions are duly and timely filled in line with the procedures,and in coordination with post manager and Admin Officer
- Follow up on the Travel clearances by the designated focal points, and compliance with the Travel policy;
- Monitor the absence tracking and ensure regular updates (including for AWF), reports any discrepancies to respective managers.
- Regular follow up and coordination with HQ focal points, on staff contracts, office workforce onboarding/off-bording, and ensures actions and any changes are recorded without delay.
- Verifies staffing reports, statistics, organigrams, recruitment checklists, and provide weekly updates to manager,
- Assist with arranging of hospitality for events, conferences, group seminars, staff annual retreat, meetings and donor missions.

Furthermore, UN Volunteers are required to:

- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
- Results/Expected Outputs:
- Ensure that existing administrative systems are up and running well to the benefit of both the organization and its workforce.
- Streamlined system of accommodation and other facilities reservation on a priority basis.
- Through overall supervision, ensure excellent standards of sanitation and hygiene at all UNHCR facilities.
- Ensure timely repair and maintenance of UNHCR Office premises at a fair market value, in coordination with supply unit
- A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
- The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
Expériences / Formation
Qualifications, skills, experience:
Degree level: Master’s degree
Type of Degree: Business Administration, Marketing, Engineering, Logistics, Mathematics or a related field.
Years of work experience: A minimum 2 years of relevant professional experience in the field of Administration, budget, procurement; formal training in Logistics desirable.
Language: She should have a working knowledge in French and English, knowlwdge of Arabic is an asset.
Driving license: No
Computer skills: Excellent computer skills, particularly in MS Office applications

Living Conditions:
Mauritania is a stable country security-wise but is impacted by the overall unstable regional security environment. Living conditions for international staff are generally acceptable, with a reasonable number of houses and apartments available, often with nice gardens and pools. Educational facilities exist but are limited, and staff with school-age children are advised to enquire first on the available schooling. The main nuisances in Nouakchott are the warm weather year-round, the dust (Nouakchott being a city built in the desert). Medical facilities are limited and staff requiring medication should bring such medication with them. Recreational facilities are very limited and the consumption of alcohol in restaurants and other public places is prohibited and not available. Bank facilities and cash points (ATM) are available.
Nouakchott is currently security level 2. Guards are provided to all international staff, and UNDSS carries out an assessment of security features of the residences of international staff.
Conditions of Service for international UN Volunteers:
Note on novel coronavirus – COVID-19.
The rapidly changing nature of novel coronavirus COVID-19 has placed significant and increasing restrictions on the freedom of movement of people across the globe, within countries and across borders. Such restrictions make it very difficult for international UN Volunteers to begin their assignments at their assigned duty station and UNV cannot guarantee assignments will proceed as normal.
Candidates for international UN Volunteer assignments during this period may be exceptionally granted alternative working arrangements to work from their place of recruitment until restrictions are lifted. This is at the discretion of the host entity. Candidates proceeding to interview are recommended to discuss the likelihood of travel and possible alternative arrangements with the host entity. If selected, candidates should carefully consider the circumstances before accepting UNV’s offer.
In cases where the UN Host Entity partner has requested the UN Volunteer to perform their assignment remotely, the Post Adjustment Multiplier (PAM) and related entitlements to be paid may be adjusted to the temporary duty station from where the UN Volunteer has been requested to work if requested by the UN Host Entity.
The initial contract is issued upon arrival for the period indicated above. The contract can be extended depending on continuation of mandate, availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment.
A UN Volunteer receives a Volunteer Living Allowance (VLA), which is composed of a Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be calculated using by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate US$ 1,651. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website – http://icsc.un.org.
In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.
Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station.
UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements).
UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
Additional Requirements
This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine in accordance with UNHCR’s Administrative Instruction on Covid-19 Vaccination and related Safety Measures.
